Planning questions for the APM PFQ

The project management plan, estimating and the management plans.

Available on iOS and Android

The largest area of the PFQ bank. Planning questions reward knowing what a plan is for: the project management plan is the baseline everything is measured against, built from estimates and the subsidiary management plans.

What planning covers in the PFQ

  • The project management plan: purpose and what it brings together
  • Estimating and why estimates carry uncertainty (the estimating funnel)
  • Baselines, and re-planning through change control
  • Deliverables, milestones and the schedule
  • Assumptions, constraints and dependencies

Where candidates lose marks

Calling any document 'the plan' — the project management plan is a single, owned, baselined artefact.

Confusing an estimate with a target — estimates carry uncertainty.

Moving a baseline informally — a baseline only changes through change control.

Planning questions, answered

What is the project management plan?

The single, owned, baselined document that sets out how the project will be delivered — bringing together scope, schedule, cost, quality, risk and the other management plans. It is the baseline everything is measured against, not a folder of loose documents.

Why do estimates carry uncertainty?

Because early in a project little is known, so estimates are approximate and become more accurate as the project progresses — the estimating funnel. Treating an early estimate as a firm commitment is a common mistake.
